A development area of 10.78 square kilometers was planned in 2001 to promote the process of building "Shanghai International Chemical Industry Town" in Jinshan and a new round of development will be implemented as per the standard of national level large scale chemical industry park with the concern and support of Jinshan District CPC Committee, government and SPC. Infrastructure of "7 supplies and 1 leveling" bas been basically established in the Industry Park. And a zone programme of "world class fine chemical industry base characterized by independent intellectual property right, sustainable development, ecological environment, high and new technology, refined and detailed industry and concentrated social benefits" has been developed.

　　The three major industries base, i.e. petrochemical, fine chemical, clean energy source and new material will be developed as priority in Shanghai during the “11th Five-Year Plan”, and Jinshan is the important location of the chemical industry belt. The preferential policies and industry chain investment attraction advantages will be fully employed; the investment attraction and development of high/new-tech projects will be promoted in Jinshan No.2 Industry Park as the city-level industry Park approved by the Shanghai government and the only appointed fine chemical zone. The most powerful technology and research institutions and industrial clusters, such as East China Technology University, Shanghai Research Institute of Chemical Industry, Shanghai Organic Institute of Chinese Academy of Sciences (CAS), Shanghai Chemical Research Institute Production/Teaching/Research Incubator, Shanghai Huayi Group etc, are located in the park. To date, we have attracted Henkel from Germany, Albemarle from America, Taijie and TSCR Corporation from Taiwan, INABATA from Japan and LANXESS from Germany to relocate in our park.

　　Shanghai Fine Chemical Industry Park is located in the southeast of Shanghai City, Jinshanwei Town, Jinshan District-the heart zone of the Hangzhou Bay Coast and Yangtze Delta City Cluster. The Industry Park is adjacent to SCIP in the east, SPC in the south and Pinghu City, Zhejiang Province in the west. Expressway A4 and A6 are connected to the Industry park and inlets/outlets are connected which made a zero distance from the park to the Expressways.

It was created with direction of building fine chemical industry and green ecological park, mainly producing and concentrating on fine chemical industry with wide user coverage, high added value and high potential of development, especially new field fine chemical products with huge market space, while the scale has not formed, such as various catalysts, agent (solvent), foodstuff additives, chemicals for electronics, chemicals for paper making and biochemical etc. Our Park has a sound infrastructure, utility and material supply. Pipeline networks of water, electricity, steam, hydrogen, nitrogen, sewage and relevant basic materials, such as industrial ethylene oxide and ethylene etc have been connected with SPC. A wide range of chemical products in the zone make it possible to provide sufficient raw material for the development of fine chemicals and fully meet the production demand of various fine chemical enterprises.
