On 2006, Shanghai Municipal Government defines the function orientation of Jinshan district, fully promoting the process of building “Chemical International Chemical International Town” with large-scaled enterprise and chemical industry parks and building it an advanced industry base with fine chemical as the core and petrochemical as the foundation.

　　According to the plan of Shanghai city approved by the State Council, Jinshan is confirmed to be an important area in developing chemical industry. As the backup of national-level Industry Park-Shanghai Chemical Industry Park(SCIP) and the large scale enterprise-SPC, Shanghai Fine Chemical Industry Park is one of the key battlegrounds for “Building International Chemical Industry Town” in Jinshan, persisting in building it a new-type park taking fine chemical industry as the core, especially fine chemical products with huge market space, such as various catalysts, agent(solvent), foodstuff additives, chemicals for electronics, chemicals for paper making and biochemical etc, and developing petrochemical midstream and downstream products, fine chemical industry and new chemical materials.

　　Shanghai Fine Chemical Industry Park is the only fine chemical industry park approved by Shanghai Municipal Government. In contrast to other comprehensive industry parks, Jinshan Fine Chemical Industry Park is the only professional Fine Chemical Industry Park, faying in with the industry concentration, which won’t lead to removal forcible by industry adjustment.
